The purpose of the conference is to discuss topical theoretical problems of digitalization of environmental information and issues of access to it, issues of law enforcement in the activities of state bodies, including access to justice in environmental matters.
The work of the conference will be carried out in the following areas:
1. Legal regulation of digitalization of environmental information: issues of theory and practice.
2. Access to justice in environmental matters and guarantees of protection of citizens' rights to environmental information.
3. Participation of local executive, representative and law enforcement agencies of the Republic of Kazakhstan in ensuring access to environmental information.
4. Unified state system for monitoring the environment and natural resources as a digital platform for environmental information.
5. Public hearings as a form of access to environmental information and problems of making environmentally significant decisions.

Краткое описание The United Nations Economic Convention for Europe Convention on Access to Information, Public Participation in DecisionMaking and Access to Justice in Environmental Matters (Aarhus Conven-tion) is a peremptory international treaty that enshrines the procedural public rights to access environmental information, to make decisions regarding the environment, and to protect the right to a healthy environment. However, the Russian Federation is still not a party to this Conven-tion. The analysis of the legislation of the Russian Federation in the context of its compliance with the Aarhus Convention is carried out to identify the reasons for not ratifying this agreement. The article aims to: 1) argue the need to ratify the Aarhus Convention by the Russian Federation; 2) develop an effective legal mechanism to ensure the implementation of its provisions. By applying the conceptual method, the provisions of the Aarhus Convention were analysed, its key requirements were studied, and the fundamental role of this treaty in the field of harmonizing relations ‘human-environment’ was determined. Through the combined application of conceptual and comparative methods, an analysis of the environmental legislation of the Russian Federation, the Republic of Kazakhstan, and the Republic of Belarus was carried out. Through the combined application of statistical and comparative methods, the effective-ness of environmental policy in the studied states in the context of the Aarhus Convention was identified and compared. As a result of the study, the need for the ratification of the Aarhus Convention by the Russian Federation was stated along with measures proposed for Convention implementation. In addi-tion, attention was focused on the need for a com-prehensive approach to the implementation of the provisions of this Convention.

The monograph provides a comprehensive legal analysis of public access to environmental information in the Republic of Kazakhstan,
considers the legal framework for ensuring, implementing and protecting the public's right to access this information.
Theoretical conclusions are substantiated and practical recommendations are given for improving legislation in order to fulfill Kazakhstan's
obligations to comply with the Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters.
According to the internship program, which was prepared by the Department of History of Law, Department of Public Law, Faculty of Law of Istanbul University, the project participants attended master classes for ten days, participated in the discussion of the substantive part on the topic of the project in individual consultations with leading scientists. On the final day of the scientific internship, under the guidance of Doctor of Law, Professor of Istanbul University Fethi Gedikli, a joint scientific seminar was held on the methodology of research work, at which the project participants made presentations. Based on the results of the internship, the project participants received valuable experience, a baggage of new knowledge, and Certificates of internship.
